Appeal of ordinary people to the United Nations for the Rule of Law

Summary — The Hague, 15 September 2026

In this Appeal, ordinary people from many countries call for justice and accountability in response to the conduct of the State of Israel in the Middle East. Expressed in many languages, it is supported by people from around the world.

Through this Appeal addressing the United Nations, we call for respect of fundamental values and the Rule of Law, as many common citizens have often expressed and continue to plead worldwide. We, ordinary people, do not profess expertise. Nonetheless, we use precise language to explain what deeply troubles us.

The many forms of violence perpetrated by the State of Israel and its failure to respect the Rule of Law in the Palestinian and Syrian territories it has occupied since 1967, as well as in Lebanon and elsewhere in the region, have caused immense suffering. They are therefore at the heart of this Appeal to the United Nations which accompanied the very creation of the State of Israel.

Nothing in this Appeal is intended to deny the State of Israel’s sovereignty or right to exist. We, ordinary people, consider the conduct of the State of Israel unacceptable. We are convinced that adherence to the Rule of Law is essential to achieving lasting peace between the States of Israel and Palestine and ensuring a constructive future for all their inhabitants.

Five demands. One Appeal.

  • Suspend the full membership of the State of Israel at the UN and in all UN agencies, limiting it to observer status.
  • Compel Israel to withdraw from the occupied territories, in accordance with UN Security Council Resolution 242, the ruling of the International Court of Justice of 19 July 2024 and UN General Assembly Resolution 194.
  • Act in such a manner that the State of Israel respects the Rule of Law.
  • Reinvent the United Nations so that its agencies are protected, Human Rights are defended, and the General Assembly can act promptly and collectively in cases of genocide and war crimes, if necessary, circumventing the Security Council.
  • Systematically involve women in a meaningful way in decision-making processes and agencies.

Principles and positions

▶ The Appeal states that Israel behaves as a predatory and terror state. Are you anti-Israel?
▶ Many Palestinians and their sympathisers shout, “From the River to the Sea, Palestine Will Be Free.” Isn’t that a threat to the State of Israel?
▶ Israel has faced threats to its existence from surrounding countries. After the 7 October 2023 massacre, Hezbollah attacked northern Israel, while Iran has supported Israel’s enemies for decades. How do you respond to these threats?
▶ It takes two to tango. The Palestinians rejected the 1947 UN Partition Plan. Palestinian fedayeen tried to destroy Israel in the 1970s and later, and Hamas officially still calls to undo the State of Israel. With that in mind, how can peace then be achieved?
▶ You speak of “occupied territories”. Other people speak of Judea and Samaria instead of “occupied territories”. These territories were once inhabited by Jews in Biblical times. Can this be reconciled?
▶ Is the International Court of Justice (ICJ) biased against Israel?
▶ Are nominations of judges to the ICJ political nominations?
▶ Did God not promise the land Israel to the Jews?
▶ Many countries violate the Rule of Law. Why focus on Israel?
▶ Can we trust the United Nations? It talks, but we see no improvements on the ground.
▶ Are Muslims opposed to the State of Israel?
▶ Don’t we need more dialogue preceding the application of the Rule of Law?
▶ Why should ordinary citizens call upon states to uphold the Rule of Law? They are not decision makers and if they call for upholding the Rule of Law, they create tensions with other citizens who hold different views.
